어린 시절 자주 가 본 곳 중, 음습하고 우중충한 기억으로 남아있는 공간이 있다면 단연 세운상가를 떠 올릴 수 있다. 세운상가란 종로 4 가 종묘 맞은 편에 있는 주상복합상가건물을 말한다.

전자제품을 파는 가게들이 모여있는 상가였는데, 상가건물 아래로 나있는 어두컴컴한 보행도로 주변에 외제물건과 까치담배, 도색잡지들을 팔고있는 리어커상들이 진을 치고 있던 모습이 아직도 기억에 생생하다 .

40 여 년이 지난 지금도 이 상가는 그 자리에 그대로 있었다.

세운상가는 종로 4 가에서 끝나는 게 아니고, 남쪽으로 청계상가, 대림상가, 신성상가, 진양상가로 이어져 을지로를 지나 퇴계로까지 연결되어 있었다.

개발연대에 지어진 슬럼화된 건물들이 도심을 남북으로 가로질러 맥을 끊어놓은 채 50 년 넘게 버티고 있는 바람에 이 지역 일대가 덩달아 발전하지 못하고 옛날과 별로 다르지 않은 모습으로 함께 쇠락해가고 있다는 외국계 건축전문가들의 평가는 틀리지 않다는 생각이 들었다.

지난 가을 한국여행 때 을지로 3 가에 있는 호텔에 있으면서 이 상가건물을 지날 기회가 많았다. 아침 산책코스인 종묘와 광장시장을 가려면 이 우중충한 건물들을 안 볼래야 안 볼 도리가 없었다.

어린 소년의 시각으로도 기피대상으로 여겨졌던 이 우중충한 상가는 도대체 누가 만들었을까? 

1968 년 세운상가를 탄생시킨 두 주역은 김현옥과 김수근이었다. 한 사람은 당시 서울시장이었고 다른 한 사람은 건축가였다. (건축가 김수근은 위장간첩으로 몰려 사형을 당한 이수근과는 다른 사람이니 혼동하면 안된다)      

김현옥이 기획했던 대표작으로는 개통된지 32 년 만에 철거된 삼일고가도로와 준공된지 4 개월만에 와르르 무너진 와우시민아파트를 들 수 있다.

김수근은 70 년대 인권운동의 상징이었던 경동교회와 인권유린의 상징이었던 남영동 치안본부 대공분실 건물을 동시에 설계했다. 김수근은 더큐멘터리 영화 '줄리의 해방일지'로 유명한 역삼동 라마다 르네상스호텔의 설계자이기도 하다.

어린 소년의 눈이나 건축전문가들의 눈이나 크게 다를 게 없는지 ‘4 가’의 맥을 남북으로 끊어놓고 있는 이 슬럼화된 건물집단을 철거하든지 혁명적으로 개조해야 사대문 안의 강북이 산다는 일부 건축전문가들의 목소리가 들려오고 있다.   

50 년 전에 나왔어야 할 건축전문가들의 비판이 왜 이제서야 나오는 것인지 그 이유를 이야기하는 것은 이 글의 업무범위를 벗어난 것이니 생략하겠다. (아래 영어글에선 약간 언급했다)

그건 그렇고,

세운상가에 대해 몬태나 목장의 양들처럼 오랜 세월 침묵으로 일관했던 한국의 건축전문가들을 보면,

녹취록이 쏟아져나왔는데도 한국의 주류 언론들이 잠잠한 걸 보면,,

뜬금없이 이런 속담이 생각난다.

도둑을 맞으려니 개도 안 짖는다.  

Sewoon Shopping Complex is a place that remains as a memory of a slum. Sewoon Shopping Complex, also called Sewoon Shopping Plaza, is a residential and commercial complex in Jongno 4-ga in Downtown Seoul.

It is a shopping complex with small shops selling electronics. It is still vivid in my memory that stalls selling foreign goods, cigarettes, and pornographies were camped around the dark pedestrian road under the ugly commercial buildings.

More than 40 years later, this shopping mall is still sitting there.

Sewoon Shopping Plaza starts from Jongno 4-ga and is connected to Cheonggye Shopping Center, Daelim Shopping Center, Sinseong Shopping Center, and Jinyang Shopping Center to south, passing through Euljiro and Toegyero.

As slummed buildings built in the 1960s and 1970s have been holding out for more than 50 years across the city center from north to south, so some foreign architectural experts think it is not wrong to say that the area is not developing and is falling down together in a way that is not much different from the past.

During my trip to Korea last fall, I passed through this commercial building almost every morning while staying at a hotel in Euljiro 3-ga. To go to Jongmyo (my morning walk course) and Gwangjang Market, there was no way not to see these gloomy buildings.

Who on this planet created this ugly shopping Plaza, which was considered a subject of avoidance from the perspective of a young boy 50 years ago?

The two main characters who created Sewoon Shopping Center in 1968 were Kim Hyun-ok and Kim Soo-geun. One was then the mayor of Seoul and the other was a well-known architect in South Korea.

The famous works planned by Kim Hyun-ok include Samil Overpass Highway, which was demolished 32 years after its opening, and Wow Apartment, which collapsed four months after its completion.

Kim Soo-geun, a soulless architect, designed both the Gyeongdong Church, which was a symbol of the human rights movement, and the building of the Namyeong-dong National Police Anti-Spy Agency, which was a symbol of human rights abuses. Kim Soo-geun was also the architect of Ramada Renaissance Hotel in Yeoksam-dong, famous for 'Julie's diary of liberation'.

The eyes of the young boy and the eyes of the architect do not seem to be much different. Some architectural experts are also suggesting that the town in Seoul's four gates can be modernized and well organized only when the slum building group that is cutting off the "fourth street line" is demolished or fundamentally renovated.

It is beyond the scope of this article to explain why the criticism of architectural experts against Sewoon Shopping Plaza, which should have come out 50 years ago, is only creeping out now. I think this is an example of tacky SNU supremacy and rustic tribalism. This big frog in a small pond has ruined Seoul's urban aesthetics.

The silence of the architects reminds me of another silence.

Even though the two bitches were identified as accomplices in the stock price manipulation, the Korean mainstream media is silent, similar to a stupid dog that does not bark at thieves.
