As far as I know, owner of vehicle (in this case rental car company) is responsible for vehical accidents, photo radars, and illegal  

parking tickets only. But getting tickets from police/RCMP

is driver's resposible, so in your case if don't pay tickets,

the police/RCMP won't issue notice to owner of the vehicle.

 If police don't have records of your address in Canada then

police can't do anything but to keep the record in their file.

       Don't worry about getting into Canada. Canada revenue custom's agency nor Immigration department doesn't

have authority to question you about lousy unpaid speeding tickets.

But unpaid traffic tickets or parking tickets, you might have a problem in future when you register your vehicle or

driver's license in Canada  but, there are so many same

names the registry office must have more evdenice other

than names, such as Canada's drivers license number.

This is I would do if i were you.

If you ever get a problem registering your vehicle and

driver's license, just deny it or if you can't get away just pay at

the registry offiice with penalty about $40 extra plus

service charges of $10.00.

Or, change the spelling of your name in Korea if you can,

for excemple: last name, Seo=Suh 

Getting the fine of $750.00 for going over 140km is 

rediculous. Maybe RCMP officer was tring to scare you.

He knows there is nothing they can do if fornginer doesn't

pay the tickets.

I wouldn't pay it and I would take a chance.
