Sorry for not commenting in English (at work so that I don't have a choice at the moment). First of all, obtaining a monthly pass for low-income as an unqualified person is illegal. So, I assume that you'd get is from someone else.
All the low-income monthly pass has (1) Registration #, (2) name of the owner, and (3) watermark saying "Not for refund or resale". Basically the officer will take the same steps of checking your ID.
Once they figured that you are not the rightful owner then you will get fined and the original owner will lose the right to purchase the low-income pass (And I am pretty sure there will be other restrictions followed when the person applies for low-income benefits).
